The Peruvian law enforcement experts in crime scene management and genetic evidence recovery are well trained with some solid case histories behind them. To be able to help construct new policy and discuss legislation needs on DNA evidence strategies is an immense privilege. This is work in progress but I am confident of important strides forward for Peruvian Criminal Justice in the not too distant future. More news will follow ! Argentina was one of the first countries in Latin America to use DNA identification procedures for criminal and humanitarian needs way back in the late 80s and early 90s. Now in 2024, GTH DNA and our LATAM camapaign Justicia Forense is excited to be collaborating with the very experienced Minister for Security and her excellent team on developing robust laws and policy for DNA database creation to bring more offenders to justice and faster. The use of DNA is a key instrument for transparent and efficient criminal justice outcomes and it is is gaining further traction in Latin America. Peru has a long history in CSI expertise and I hope the focused cooperation that we are building with the judicial authorities brings more offenders to justice and peace to victims and their families. How does society dissuade the recruitment and use of children and adolescents in crime or armed conflict. How does a criminal justice system effectively try and prevent such illegal behaviour and bring about effective investigations and punishment against perpetrators of such offending. PADF in it’s project TRAILS in Colombia is trying to help address these challenges. Forensic Science is not just a discipline within Criminal Investigation strategies, it has become a central pillar in establishing the accurate identity of perpetrators of crime. Alongside digital evidence it is the modern equivalent of Sherlock Holmes’ magnifying glass. This week I was helping shape policy and strategy in a Ecuador for the building of their national DNA criminal database. There could not be anything more pressing and valuable to help diminish the effects of organised and violent crime in the country. 2024 has already produced some major challenges for security and justice in Latin America. Forest fires in many countries during an infernal January. State of Emergency in Ecuador. Complex crime evolution where drugs trafficking is mutating with regional migrant smuggling, internet based financial offending and the risks of child recruitment surges and targeting of human rights defenders and public law enforcement servants is rising. It is always an honour to be invited to help advance the policies and strategies to combat all this and more in Colombia, Ecuador and elsewhere in LATAM.
